Always do your homework, and prior to the interview do you best to identify the salary range of the position.
If you do state the salary you are seeking, the salary could be under the salary range or could take you out of the running, because you are asking a few thousand dollars more.
My philosophy: Don't be the first to talk salary. Interviewing is like dating. During the beginning of the process your job is to be invited back for more interviews. If you are asked how much salary your require early in the interview process, you can always use generic phrases such as "I have done my research, and I am confident that (company name) pays competitively for this position.
